e-Governance Initiative at District

Electronic governance or e-governance is the application of information and communication technology (ICT) for delivering government services, exchange of information communication transactions, integration of various stand-alone systems and services between government-to-customer (G2C), government-to-business (G2B), government-to-government (G2G) as well as back office processes and interactions within the entire government framework. Through e-governance, government services will be made available to citizens in a convenient, efficient and transparent manner.

List of e-Governance Projects in District

Project Name Description
Bhoomi Bhoomi (meaning land) is the project of on-line delivery and management of land records in Karnataka. It provides transparency in land records management with better citizen services and takes discretion away from civil servants at operating levels. BHOOMI has reduced the discretion of public officials by introducing provisions for recording a mutation request online. Farmers can now access the database and are empowered to follow up. In the BHOOMI project, a printed copy of the RTC can be obtained online by providing the name of the owner or plot number at computerized land record kiosks in 177 taluk offices, for a fee of Rs.15. A second computer screen faces the clients to enable them to see the transaction being performed. A farmer can check the status of a mutation application on Touch Screen Kiosks. If the revenue inspector does not complete the mutation within 45 days, a farmer can now approach a senior officer person with their griveance.

Atalji Jan Snehi Kendra (Nadakacheri)  The Atalji Janasnehi Kendra Project functions through 777 Atalji Janasnehi Kendras (Nadakacheris) and Additional Front Offices as notified by the Government from time to time. The Deputy Commissioners of the Districts will be the overall incharge of the project at the District Level. At the State level the Atalji Janasnehi Directorate has been created in the Revenue Department by the Government order dated 26.12.2012.

Sakala A Bill has been passed by the Karnataka State Legislature to provide guarantee of services to citizens in the State of Karnataka within the stipulated time limit and for matters connected therewith and incidental thereto. This Act is called the Karnataka Guarantee of Services to Citizens.

Revenue Court Case Monitoring System Revenue Court Case Monitoring System (RCCMS) is a web enabled application for monitoring of all ongoing court cases i.e. starting with the entry of a new court case to recording down all proceedings and maintaining the history of each and every case. It generates a list of pending cases till particular date so that officers can easily refer to the list and pursue the case accordingly.

File/Letter Web based Monitoring System This software aims to support governance by ushering in more effective and transparent inter and intra-government processes. The vision of this is to achieve a simplified, responsive, effective and transparent working of all government offices.

Public Distribution System At the District level, the Deputy Directors of Food, Civil Supplies and Consumer Affairs work under the control of the Deputy Commissioners of the districts. At the Taluk level, functions relating to Food, Civil Supplies and Consumer Affairs are carried out by the Tahsildars of the taluks with the assistance of Food Shirestedars & Food Inspectors of the department.

Krishi Marata Vahini The Karnataka Agricultural Produce Marketing (Regulation) Act 1966 has been enacted to provide a uniform law relating to the better regulation of buying and selling of Agricultural Produce and the establishment of Markets for Agricultural Produce throughout the State. This helps farmers to check for various commodities rates in markets across the state and take decision accordingly.

MPLADS The Member of Parliament Local Area Development Division is entrusted with the responsibility of implementation of Member of Parliament Local Area Development Scheme (MPLADS). Under the scheme, each MP has the choice to suggest to the District Collector for, works to the tune of Rs.5 Crores per annum to be taken up in his/her constituency. The Rajya Sabha Member of Parliament can recommend works in one or more districts in the State from where he/she has been elected. The Nominated Members of the Lok Sabha and Rajya Sabha may select any Districts from any State in the Country for implementation of their choice of work under the scheme. The Department has issued the guidelines on Scheme Concept, implementation, and monitoring. The Department has initiated all necessary steps to ensure that the scheme is successfully implemented in the field. The progress of the works being implemented under the scheme is monitored on a regular basis.

National Database on Arms License (NDAL) National Database of Arms Licensing (NDAL) is a repository of arms licenses issued in the districts and provide a Unique identification number (UIN) to every license holder. UIN is mandatory for the licenses issued after 1st October 2012 as per Government of India arms act.
Vahan-Sarathi Vahan-Sarathi software computerises Vehicle Registration & Driving License. Provides a nationwide search over the digitized data of Registered Vehicles.
